About NRH Mobile Notary Public

I’m Nicolas Rosado Hernandez, founder of NRH Mobile Notary Public and a specialist in jail, prison, and correctional facility notarizations.

My many years in state government included working directly with ex-offenders and incarcerated individuals. This experience provided me with a deep understanding of facility procedures, time-sensitive situations, and the unique challenges of completing notarizations inside secure environments.

Before becoming a notary, I served as an Adjudicator, Social Programs Counselor, Migrant Seasonal Worker Outreach Counselor, and Employment Counselor. In these roles, I assisted incarcerated individuals and ex-offenders seeking to enter or re-enter the workforce through the One-Stop Career Center, county jail, and federal penitentiary systems. This background taught me the importance of:

Appointments at jails, prisons, and detention facilities are subject to facility approval, security procedures, staff availability, and institutional rules. Notary access is never guaranteed and may be delayed or denied at the discretion of the facility.

  • Correctional Facilities Fee: A $50 fee applies to facilities requiring background form submittals for gate entrance.
  • Flat Rate Coverage: Covers up to 4 notary signatures and document pickup at the specific detention center.
  • Additional Signatures: Costs $15 for each signature beyond the first 4.
  • Delivery Travel: Incurs additional fees for physical delivery to alternative locations.
  • Mailing Options: Incurs extra costs for shipping or mailing documents.
  • Non-Refundable Policy: All fees are strictly non-refundable in the event that gate entrance is denied by facility staff or security.

Statutory Notary Fee Disclosure (California)
Pursuant to California law, the maximum fee a Notary Public may charge per notarial act is:
• Acknowledgment: $15 per signature
• Jurat (Affidavit): $15 per signature
• Oath / Affirmation: $15 per person
• Certified Copy of Power of Attorney: $15 per copy Immigration-Related Documents: Notarization of signatures only. No legal or immigration services are provided. Statutory notary fees apply.

ICE Detention Center Services
I provide professional notary services at ICE Detention facilities under the following strict legal visitation conditions:

  • Attorney Presence: The retaining Immigration Attorney must be present for the duration of the visit.
  • Form G-28: The attorney must possess a valid, completed DHS Form G-28 (Notice of Entry of Appearance).
  • Authorization Letter: The attorney must provide a formal authorization letter on firm letterhead explicitly naming me as their designated agent for the visit. [1, 2, 3, 4, 5]

Note: ICE facilities do not grant automatic legal visitor access to non-attorneys without explicit documentation tying the professional to a licensed attorney and an active case.

Note: California regulates only notary act fees. Travel, mileage, wait time, facility access, and after-hours services are not regulated, which is why we use a simple flat-rate structure.

Forms of Acceptable Identification for Notarization Under California Code 1185[b]

Acceptable Forms of Identification Include:

Important Notices:

– County jail inmate IDs are NOT accepted under California law.
– Expired identification is not valid if it is more than five (5) years expired.
– The ID must be original and physically presented to the notary.
– Photocopies, photos, and digital IDs are not permitted.
– If no acceptable ID is available, identity may only be verified through credible witnesses, subject to strict legal requirements.

How the Process Works

  • I provide a full quote and payment options.
  • You receive an itemized invoice/receipt.
  • A non-refundable advance fee reserves your appointment.
  • I coordinate access with the facility.
  • All documents must be completed and not legally altered before the appointment.
  • Verify the inmate’s acceptable identification.
  • I will meet at the facility, verify identity, notarize, and complete the journal.
